For UPHLS to advocate for inclusive health sector policies in collaboration with a broad group of stakeholders, and support implementation of these policies at districts and community levels ; action-research will be done jointly at different levels for the organization to be more effective in the promotion and assessment of inclusiveness of different types of services.
